Osprey Construction + Development (OCD) is a wholly owned subsidiary of Osprey s.a., Ltd. Osprey s.a. Ltd., is a Florida Limited Partnership founded in 1998 to provide property investment and management services for the partners of Osprey s.a., Ltd. The firm originated as a Michigan based portfolio of properties totaling approximately 1 million square feet.
   Since 1998, Osprey’s portfolio has grown to over 6 million square feet and has become a geographically diverse real estate investment, management, construction and development firm, capable of handling a multitude of transaction types, sizes and services.
   Osprey Construction + Development became an official profit and loss entity in 2005; however, the work being done by OCD has been ongoing since its inception in 1998. The managing partner of Osprey s.a., Ltd. is Michael J. Biber.

Managing principals

Scott A. Hechlik
  Scott has a diverse background and has been with Osprey Construction + Development since it’s inception. He focuses on project underwriting, acquisition due diligence, market analysis, properties and facilities management, with direct responsibility and oversight of Osprey Construction + Development’s finances and operations. Scott’s experience in building operations, construction and property management allows Osprey to provide clients with a unique perspective in seeking to maximize operational efficiency in their current and/or proposed projects.
  Scott earned his MBA from the Ross School of Business at the University of Michigan. He earned his BS at Michigan State University in Construction Management with an additional emphasis in accounting.

Andrew W. Pflaum
  Andy has over 20 years of experience in the construction industry and his comprehensive understanding of construction is equally matched by his ability to understand a client’s needs and business objectives. He has significant experience in strategic planning, build-to-suit projects, municipal involvement, and environmental remediation, property due diligence, design and construction and owner representation.
  Andy earned a bachelor’s degree in Finance from Wayne State University in Detroit, Michigan. He is also a licensed builder in the State of Michigan.
